DAS 140: What California Public Works Contractors Need to Know

A PRACTICAL GUIDE FOR CALIFORNIA PUBLIC WORKS CONTRACTORS

Understanding California's apprenticeship requirements is an important part of public works compliance. For contractors and subcontractors performing work involving apprenticeable crafts, the DAS 140 is one of the first documents that may be required after a public works contract is awarded.

Knowing when to submit the form, where to send it, and which compliance option applies can help contractors avoid missed deadlines and potential penalties.

This guide explains the DAS 140 requirements, submission deadlines, apprenticeship program notifications, and how the form relates to California's apprenticeship ratios.

What is the DAS 140?

The DAS 140, also known as the Contract Award Information form, is used to notify applicable apprenticeship programs when a contractor or subcontractor is awarded a California public works contract involving apprenticeable crafts.

The notification provides apprenticeship committees with information about the upcoming project, including:

  • Contractor and project information.

  • The craft or trade involved.

  • Estimated journeyperson hours under the contract.

  • The number of apprentices expected to be employed.

  • Approximate dates apprentices may be needed.

The purpose of the DAS 140 is to notify apprenticeship programs of upcoming public works activity and the contractor's anticipated apprenticeship needs.

The DAS 140 is a notification of contract award, not an apprentice dispatch request.

Contractors requesting apprentices must submit a separate DAS 142 form.

When is the DAS 140 Due?

Contract award information must be submitted:

Ten Days

After signing the contract or subcontract

Day One

No later than the first day workers are employed on the public works project

Late submissions may result in noncompliance and potential fines.

Where Do Contractors Submit the DAS 140?

The appropriate recipients depend on whether the contractor is already approved to train apprentices through a recognized apprenticeship program.

Approved to Train Apprentices

Contractors already approved to train apprentices must provide contract award information to the apprenticeship committee that approved them for each applicable apprenticeable craft in the geographic area of the public works project.

Not Approved to Train Apprentices

Contractors who are not already approved to train apprentices must submit the DAS 140 to every apprenticeship program in the project's geographic area for each apprenticeable craft they intend to employ.

Contractors can identify approved apprenticeship committees using the California Division of Apprenticeship Standards' online directory.

Submitting the form to only one apprenticeship committee may not satisfy the notification requirement when multiple applicable programs serve the project location.

When is a DAS 140 Required?

The California DAS 140 form (Public Works Contract Award Information) is required for California public works contracts and subcontracts valued at $30,000 or more that involve apprenticeable trades.
